Asunción: tres obras “simbólicas” que Nenecho empezó para la foto y están paradas, según vecinos

Vecinos de tres barrios de Asunción en donde el intendente, Óscar “Nenecho” Rodríguez (ANR-HC), realizó pomposos actos de palada inicial en los últimos 30 días, denuncian que no hay avances en los trabajos. Dos de estas obras estaban previstas ya con los bonos G8 de 2022, por G. 360.000 millones. El dinero, que desapareció de las cuentas bancarias, forma parte de la “bicicleta financiera” que hace el intendente con el argumento de la “cuenta única”.

El pasado 13 de marzo, hace 33 días, Rodríguez realizó la palada inicial de la construcción 200 metros de muro de contención de 3 metros de altura sobre el arroyo Yvyra’i, en el barrio Santa Rosa de la Costanera Norte. La zona es constantemente azotada por las inundaciones generadas con cada lluvia.

En conversación con ABC, vecinos del lugar reclamaron que un mes después del acto oficial, la obra está parada. De los 200 metros prometidos, ni siquiera terminaron 30 metros, aseguran. “Nadie de los trabajadores aparecen más, ni culminaron esos treinta metros”, dijo Rober Fernández, vecino. Contó que el jueves de la semana pasada fue el último día en el que aparecieron los trabajadores. Mientras tanto, más de 30 familias están “con el Jesús en la boca” con cada lluvia que cae sobre la ciudad.

Vecinos del barrio Santa Rosa de la Costanera Norte siguen esperando el avance de las obras del muro de contención del arroyo Yvyra’i.

La construcción del muro de contención del arroyo Yvyra’i forma parte de un contrato abierto para el fortalecimiento de márgenes de 9 arroyos de Asunción, por G. 7.000 millones. La empresa adjudicada es Puntal Construcciones, de Luis Rodrigo Bóveda Samaniego. El inicio de la ejecución del contrato fue el 10 de noviembre de 2023. Hasta la fecha, según el portal de la Dirección de Contrataciones Públicas ya se pagaron, por distintas obras, más de G. 4.0000 millones.

“Lo que se hizo es una reunión acá en la plaza (…) se dijo es que iban a iniciar los trabajos, pero que (…) vinieron a ver que tenían un problema en la salida sobre la avenida Artigas. Que la boca de ahí es muy chiquita y que es un impedimento para empezar las obras, pero que, supuestamente, iban a venir esta semana a comenzar a trabajar”, dijo a ABCTV Marta Rodas, una vecina del sitio.

En la “palada inicial”, el representante de la Constructora Teco S.R.L., Erik Wolf, señaló a ABC que los trabajos empezarían por el recapado de las calles alternativas. Sin embargo, a los vecinos, según ellos, se les dijo otra cosa. “No vino ningún camión ni nada, como dijeron que iban a venir a instalarse para poder comenzar acá el trabajo. Supuestamente acá van a comenzar los trabajos”, dijo a ABCTV la vecina Marta Rodas.

Carmelo Aquino, integrante de la comisión vecinal que hacen seguimiento de las obras, le dijo a ABCTV que desde el acto de palada inicial, las obras concretas en el sitio no empezaron. “Trabajos de ingeniería, no. Vienen a sacar mediciones, a llevar datos de lo que es la cuenca en sí, del estudio del suelo, de la profundidad. Pero el trabajo de la prospección, de la colocación del entubamiento todavía no. La promesa fue que ya tenía que haber empezado”, reclamó.

La obra, que beneficiará a los barrios Manorá, Las Lomas, Santo Domingo, Bella Vista y Villa Morra, fue adjudicada al Consorcio Pluvial Santos, representado, entre otros, por Óscar Antonio Rubiani e integrado por Chaves Construcciones y Covipa. El monto adjudicado es de G. 72.389 millones y el plazo de ejecución es de 12 meses. Por esta obra, la contratista ya recibió un adelanto de G. 14.000 millones, según informó el propio intendente.

De esta forma, Mora había confirmado que, pese a los cuestionamientos de los concejales e incluso la advertencia de la Contraloría General de la República sobre la ilegalidad de la “cuenta única”, la administración de Rodríguez seguirá utilizando este artilugio para “bicicletear” el dinero de la Municipalidad de Asunción.

Como ejemplo, reiteró que los anticipos de G. 8.000 millones y G. 14.000 millones aparecieron para pagar el anticipo de las obras de desagüe pluvial de General Santos y San Antonio y la de Santo Domingo,que el intendente debía desde 2022 con el dinero de los bonos G8.

Del informe de gestión al cierre de 2024 del intendente Rodríguez, aprobado ayer por la Junta Municipal, se desprende que de los G. 506.000 millones que debían existir en las cuentas bancarias destinadas a los bonos emitidos para obras, ya solo quedan G. 804 millones. Los restantes G. 505.000 millones siguen desaparecidos, como había denunciado ABC Color en 2024.
